You might not be able to file the e-File 941 Tax Form due to following reasons:

  1. You are using an old version of QuickBooks.
  2. Inactive QuickBooks Enhanced Payroll Subscription.
  3. The filling method for 941 is not set correctly.
  4. You are not enrolled for E-filing with IRS.
  5. Incorrect 10-digit e-filing PIN.

You can try updating QuickBooks to the latest release and then make sure your Payroll Subscription is Active, if not you might have to speak with a Payroll Support Specialist.

If your Payroll Subscription is Active, then you might have to verify the filing method in QuickBooks Payroll Center.  You can also call IRS to make sure you are enrolled for the E-filing facility and also get the updated 10-digit E-filling PIN.
